Els responsables de confeccionar-los són els que gestionen els menjadors escolars, fet que varia en funció de l'escola. Tot i la manca de normativa, les associacions de pares i mares asseguren que els infants que es queden al menjador tenen una alimentació equilibrada.
El menjador escolar també ha de servir per ensenyar a menjar: introducció de nous aliments, treball d'actituds i hàbits, etc.
